Water in the bilges ...

I've just bought a 31.7 shocked to find that there is always a fair bit of water in the bilges, somebody suggested it might be condensation, as it's not salty, I've checked all the fresh water pipes and conections they are all Ok, anyone out there with suggestions would be great
